If by forex broker you mean retail forex brokers, then the answer is Yes. As you cant transfer money from India to them.

If you want to trade forex on Indian exchanges, then most brokers should allow you to do so. You will be limited to a few INR based contracts this way and to do a more standard eurusd, usdjpy kinda trade, you will need to enter 2 trades or more.

If you have an NRI relative and if he can lend you money in foreign currency to your overseas a/c then you can trade with that money .
You cannot transfer money from India to trade derivatives or forex .
However you can invest in shares .

Why dont you take the money, go to a casino in goa or anywhere else where they allow gambling and spend it there. That way you will at least have some fun while you lose your money.

Another option would be to check out the local lottery guys if lottery is legal in your state.

You can also consider finding the local satta, matka or dabba trading agent and use them to gamble away your money.

If you want to have the thrill of trading binary options, then you could also just as well trade deep otm options on NSE. These are at least guaranteed by an exchange and have really good payoffs if you strike it rich.

trading with outside the country means loosing your money.there is no guaranty to get back real money.it will show you in your account but getting withdrawal is very difficult. so keep away from these bogus trading sites.
