Default SEBI for physical settlement

SEBI seems to be pushing for Physical settlement of contracts. How will it functions especially in the absence of market makers here. Views please.

What about the volatility argument put up by SEBI

Bourses, Sebi at odds over physical settlement in F&O

Sm bhai please tell me if I am long a stock option and it is in the money and if I don't find a buyer with an acceptable bid as often happens , kya karu. There is no marketmaker who is bound to provide a bid, If I exercise I also loose the time value and am bound to take delivery and for which I 'll have to cough up extra funds. How does this put us on par with international markets as the article says.
