Format means reinstall Windows and other programmes after Formatting the disc?

Yes sir ..
to the best of my knowledge it is difficult to prevent system slowdown after some years of usage.i normally keep data of importance in one partition , and take a backup of that at times of need . Next format the whole disk and reinstall OS. may be it is a crude method , but believe me its very effective unless your stored data is too large to be saved [say in DVDs]

Temp it pushes the Memory & squeezes free space, If you watch it again that mem is recaptured in a hurry by open progs... & then mem turbo becomes a load rather then a cure but I agree with you completely, Boss is always right

Memturbo is actually not a cure for less RAM, its useful in fixing memory leaks and defragging memory.
